[COIX-Discuss] Update to Bylaws Article 3

The board has unanimously voted to add an additional member type, and
we have done a minor amendment to the Bylaws to include this member
type.

The new member type is knows as a "Public Good" membership.
Please take a look at the new Article 3, sections 3.1 and 3.2 of the
Bylaws when you have a moment:
